The City Dock No. 1 Project EIR analyzed the development of a marine research center within a 28-acre portion of the 400-acre San Pedro Waterfront Plan (SPWP) area along the west side of the Los Angeles Harbor’s Main Channel.
The proposed Project would be built out in two phases and involves nine major project elements including: construction of a new building for the National Oceanographic and Atmospheric Association (NOAA) operations; adaptive reuse of the transit sheds at Berths 57–60 to accommodate marine research laboratory; and development of an interpretive center open to the public.
The proposed project site is located approximately 20 miles south of downtown Los Angeles, within the SPWP area, adjacent to the community of San Pedro. The project involved a number of complex issues including construction within San Pedro Bay, sensitive air and noise receptors, and visual changes along the waterfront. Mr. Grant served as Project Manager on the EIR.
