The Pacific Ethanol EIR analyzed a 60-million gallon/day ethanol production facility proposed in unincorporated Imperial County. The production of ethanol would use biomass to convert starch to sugar and sugar to ethanol. Key issues analyzed in the document included rail circulation, truck traffic, air emissions, public services, agricultural conversion, and land use consistency.
An SB 610 Water Supply Assessment was also prepared to examine water availability to supply the proposed ethanol facility. Staff served as Project Director overseeing preparation of the Pacific Ethanol EIR, coordinating with responsible agencies and providing peer review of technical reports.
